Italia e Algeria insieme per la cultura

alg4 ROMA- Dal 1963, data d’istituzione dell’Istituto Italiano di Cultura – Servizio Culturale dell’Ambasciata d’Italia in Algeria, la cooperazione culturale tra l’Italia e l’Algeria è stata sempre intensa, grazie alla promozione, al sostegno e allo sviluppo dei rapporti di scambio e di collaborazione nell’ambito culturale, linguistico, scientifico e tecnologico.

Sempre in sinergia con le più importanti istituzioni culturali algerine e italiane, diverse azioni culturali sono state condotte, nel corso degli anni, presentando un panorama dell’eccellenza italiana in tutti i settori (musica, teatro, cinema, design,arte).

Per quanto riguarda, nella fattispecie, i rapporti di cooperazione, si possono citare tre esempi d’importanti progetti realizzati nell’ambito del patrimonio culturale algerino che, a partire dal 2007, hanno coinvolto la partecipazione e le competenze di Centri di Ricerca e di Università italiane

A questo scopo, un Accordo di cooperazione tra i due Paesi è stato firmato il 22 luglio 2004 dal Ministro della Cultura algerino, Khalida Toumi, e dal Ministro dei Beni Culturali, Giuliano Urbani. L’Accordo prevedeva l’elaborazione di strategie atte a supportare i settori del restauro e la salvaguardia del patrimonio algerino, in particolare della Casbah, ed inoltre l’istituzione di una Scuola ed un Centro Nazionale del Restauro e di un Centro Nazionale di Catalogazione e Documentazione dei Beni Culturali.

Centro Nazionale di Catalogazione e Documentazione dei Beni Culturali.

Nel documento d’intesa del 14 marzo 2007, in seguito all’Accordo del 2004, la controparte algerina ha chiesto la consulenza italiana per la creazione di un Centro Nazionale di Catalogazione e Documentazione dei Beni Culturali. A tal fine la parte italiana si è impegnata a elaborare uno Studio di Fattibilità grazie alla collaborazione dell’Istituto centrale per la Catalogazione e Documentazione del Ministero dei Beni Culturali italiano. Lo « Studio di fattibilità », redatto nel marzo 2010 dagli esperti italiani e consegnato al Ministero della Cultura algerino, definisce gli obiettivi istituzionali del Centro Nazionale, l’organizzazione a livello centrale e periferico con Antenne nelle varie Wilayas, la formazione di personale qualificato per la catalogazione informatica dei beni immobiliari e mobiliari e immateriali, la distribuzione delle competenze, l’ottimizzazione delle risorse umane con l’utilizzazione di antropologi, storici dell’arte, architetti, bibliotecari, archivisti necessari per coordinare i processi di selezione e catalogazione.

Il Restauro dei Beni Culturali

Il progetto di formazione per il recupero e la valorizzazione della Casbah di Algeri è stato realizzato grazie al concorso del Ministero degli Affari Esteri italiano – La Direzione della Cooperazione allo Sviluppo –, l’apporto tecnico della Società Ipogea, l’Agenzia Nazionale della Protezione dei siti e monumenti storici dell’Università di Blida.

Il primo modulo dei corsi e di formazione teorica è iniziato nel 2005, almeno per la parte teorica, sotto la tutela scientifica dell’Università di Blida. Dieci architetti e archeologi sono stati formati.

Nel campo del restauro bisogna, inoltre, menzionare il restauro dei mosaici che compongono « Il Trionfo indiano di Dioniso » del III secolo, situato nel Museo Archeologico Nazionale di Sétif. In seguito all’Accordo firmato nel 2008, tra il Ministero della Cultura, l’Eni Algeria, l’Università di Roma Tre e l’Ambasciata d’Italia, l’operazione è stata realizzata nel 2010 dall’Istituto Centrale per il Restauro italiano. Il progetto è stato finanziato dalla società italiana Eni. E’ un lavoro importante che ha permesso, nello stesso tempo, di formare tecnici algerini i quali hanno beneficiato di una scuola cantiere durante un anno. Su questa scia a partire dal 2012, l’Università di Roma Tre prevede di sviluppare in collaborazione con il Ministero della Cultura, l’Enil, l’ICCROM, il progetto « Djemila 2012/2014 » per continuare il programma di conservazione e di formazione dei giovani operatori algerini. La scelta di Djemila si basa sull’eccellenza del sito e sull’eccezionale integrazione tra paesaggio archeologico e ambiente. Il progetto riguarda diversi settori : l’analisi, il restauro, la comunicazione, la valorizzazione del sito con lo scopo altresì di favorire lo sviluppo turistico ed eco-sostenibile del territorio.

La cooperazione cinematografica

La cooperazione cinematografica tra l’Italia e l’Algeria è stata molto attiva negli anni 60-70, quando alcune coproduzioni hanno permesso la realizzazione di film quali « La Battaglia di Algeri » di Gillo Pontecorvo, « Lo Straniero » di Luchino Visconti, « Tre pistole contro Cesare » di Enzo Peri, « Brancaleone va alle crociate » di Mario Monicelli.

Una società di produzione Casbah Film fu fondata da Yacef Saadi, ex combattente del Fronte Nazionale di Liberazione, per la produzione nel 1966 del film « La Battaglia di Algeri » dove interpretava se stesso.

Un Accordo di cooperazione cinematografica firmato nel 1989 e successivi documenti d’intesa tra i due Governi, hanno cercato di formalizzare la collaborazione nell’ambito sia della coproduzione di lungo e corto metraggi sia della consulenza tecnica per la riapertura e l’utilizzazione delle sale cinematografiche e per il restauro di pellicole della Cineteca Algerina.

Nel 2010/2011 coproduzioni sono state realizzate con i film « Profumo di Algeria » di Rachid Benhadj e « Il primo uomo », ispirato al romanzo omonimo di Albert Camus, del regista italiano Gianni Amelio.

Per quanto riguarda l’aiuto alla creazione cinematografica, l’Istituto Italiano di Cultura di Algeri ha collaborato alla realizzazione del corto metraggio « Garagouz » dell’algerino Abdenour Zahzah, prodotto da Laït Media, che ha conseguito premi e riconoscimenti in tutti i festivals del cinema africani e europei durante l’anno 2010/2011.

Un altro progetto di sostegno attualmente all’esame riguarda il film documentario sul ruolo della donna nella società maghrebina della giovane realizzatrice Bahia Bencheikh-El-Fegoun.

La Cooperazione nell’ambito urbanistico: il Masterplan della Medina di Costantina

Il Masterplan della Medina di Costantina è un documento tecnico e culturale in forma cartacea e informatica, elaborato da un gruppo di specialisti italo-algerini dell’Università di Roma Tre, del Ministero dell’Habitat e dell’Urbanizzazione algerino e della Wilaya di Costantina con il contributo della Direzione Generale per i Paesi del Mediterraneo e del Medio Oriente del Ministero degli Affari Esteri. È stato presentato a Costantina il 6 dicembre 2005 e costituisce uno strumento utile per avviare in futuro la ricostruzione, il restauro ed il risanamento della Medina di Costantina nel rispetto della storia urbana e delle problematiche urbanistiche.
